In the "Regarding Violations by Urawa Reds Supporters (Fourth Report)" that our club sent out on September 19th, we announced six measures to prevent recurrence. We have set a completion date of October this year for 1. Establishing new disciplinary standards for violations and 2. Reviewing the operational process for determining disciplinary action and cancellation of disciplinary action.

In this report, we would like to report on the results of our internal deliberations regarding these two measures, as well as the progress of ``3. Establishment of a third-party committee comprised of fans and supporters and external advisors''.

■About "1. Establishment of new disciplinary standards for violations" and "2. Review of operational processes for decisions on disciplinary action and cancellation of disciplinary action"

Among the opinions received in response to the occurrence of this incident, we received the most opinions from the Japan Football Association (hereinafter referred to as JFA) and the Japan Professional Football League (hereinafter referred to as J League). It was pointed out that we should revise our club's existing sanctioning criteria, which is to impose penalties only in accordance with the guidelines set by the club. We have also heard many similar opinions from within our club.
As stated in our club philosophy, we would like as many people as possible to fall in love with Urawa Reds and provide them with the joy of supporting them. Recognizing once again the necessity of timely inspection and continuous improvement of attitudes and behavior, we have now reviewed the standards for disciplinary action for violations, including harsher penalties, as well as the operational process. did.
As it touches on the internal regulations of the JFA and J.League, we are unable to disclose the details, but we will explain the gist below.

・Ensure smooth and safe operation of all domestic and international matches in which Urawa Red Diamonds, Urawa Red Diamonds Ladies, and men's and women's academy teams that belong to Urawa Red Diamonds Co., Ltd. participate, and ensure the safety of spectators, players, and referees regardless of whether they are cheering. We will do our best to ensure the safety of our team staff and all operational personnel.

・If an act is committed that is prohibited by the rules of the J.League, the Japan Women's Professional Soccer League, our club, or the match organizer, we will comply with the guidelines established by the JFA and the J.League. However, as long as the rules of matches and tournaments allow, our club will take the initiative in making disciplinary decisions based on our club's own disciplinary standards, including permanent bans not stipulated in these guidelines and the exercise of the right to claim compensation for damages. I will do it.

・If a violation of criminal law or other laws is found, we may request the police or prosecutors to take action, including taking necessary legal measures such as filing a complaint or indictment.

・In order to maintain objectivity and fairness over the medium to long term and to eliminate personal bias when making decisions on disciplinary action and the cancellation of disciplinary action, we have appointed a director in charge of the corporate division within our club. A compliance committee chaired by the committee will be established, and decisions will be made after discussions within the committee. In addition, if the Compliance Committee determines that such action is necessary, it will decide on disciplinary action or cancellation of the disciplinary action after obtaining advice from outside experts.

■About "3. Launch of a third-party committee consisting of fans and supporters and external advisors"

The purpose of this committee, which consists of outside experts, is to analyze not only this incident, but also incidents of violation of the Match Management Regulations that have occurred in the past and our club's response to them, and to consider and implement measures to prevent recurrence and education and awareness measures. A tripartite committee (8 members) will be established.
In order to help our club manage the club in the future, and also to contribute to the promotion of the soccer and sports world as a whole, we hope to earn the trust of society, have a wide range of insight into compliance and governance in sports, and maintain fairness and neutrality. We have selected people from the educational, legal, and media circles to serve as committee members.

It has been decided that the first third-party committee meeting will be held on November 14th (Tuesday), and a symposium sponsored by our club that will include a report on the committee's activities will be held in Saitama City in February 2024. We are planning to do so. We would like to use this symposium as a place to report the analysis results and to exchange opinions with our fans and supporters.
